Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in the regional economy; however, their sustainability and development are often hindered by limited access to formal financing. One factor believed to influence the ease of credit access is the quality of banking services, including the role of customer service staff in bridging the information gap between the bank and prospective borrowers. This article aims to conceptually examine the relationship between banking service quality and MSME credit access, using PT Bank Pembangunan Daerah Sulawesi Selatan dan Sulawesi Barat (Bank Sulselbar) as the study context. The study employs a literature review method (systematic literature review) covering relevant scientific publications, official reports, and policy documents from the 2020-2026 period. The findings indicate that service quality dimensions tangibles, reliability, responsiveness, assurance, and empathy contribute to customers' understanding of credit products and procedures, thereby facilitating the financing application process. Nevertheless, service quality does not automatically guarantee credit approval, as the final decision remains contingent upon business viability and the bank's risk management policies. This study recommends strengthening the educational service function of frontline staff as part of the regional development bank's strategy for MSME financial inclusion.
