Abstract

Document falsification remains a vulnerability in marriage administration because a forged supporting document can distort a prospective couple’s legal status and undermine the reliability of marriage records. This study analyzes how the Office of Religious Affairs (KUA) of Tanjungmedar District uses the Marriage Management Information System (SIMKAH) Web as part of its strategy to prevent and detect falsification of marriage documents. A qualitative single-case study was conducted using interviews, observation, and document review. The informants represented key actors in the verification chain, including the head of the KUA, a marriage registrar/SIMKAH operator, a religious counselor, an administrative staff member, a village marriage liaison (modin), and a prospective bride/groom whose case was relevant to suspected document falsification. Data were analyzed through condensation, thematic categorization, data display, and conclusion verification. The findings identify recurrent risks involving suspected forged divorce certificates, suspected forged marriage-dispensation documents, manipulation of marital status, and the use of another person’s population identification number. SIMKAH supports data traceability and helps officers detect inconsistencies, but it does not independently authenticate every external supporting document. Effective prevention therefore depends on three mutually reinforcing layers: digital verification through SIMKAH, human verification by KUA officers, and cross-agency verification with the Religious Court, population administration authority, and village government. This study proposes a three-layer verification model and argues that digitalization should be understood as an administrative control architecture rather than a substitute for professional judgment. The model strengthens transparency and accountability while highlighting the continuing importance of staff competence, inter-agency interoperability, public legal awareness, and personal-data protection.
