<![CDATA[This study presents the development and evaluation of the Eco-Innovation Toolkit for Sustainable Urban Villages (EcoIT-SUV) as a socio-technical intervention for community-based environmental innovation. The research aims to design a participatory and operational toolkit that enables local residents in Surabaya’s urban villages to manage ecological innovation through collaborative learning and structured planning. Using an action research approach, the study engaged residents and experts in two stages: participatory development through focus group discussions and expert evaluation using quantitative and qualitative feedback. The results show that EcoIT-SUV effectively enhances green dynamic capability, fosters environmental innovation, and integrates local social structures with technological practices. Expert evaluations using the Friedman test indicate consistent material and design quality across indicators, validating its readiness for community application. This study contributes to understanding how socio-technical systems can support urban sustainability through participatory design and localized innovation management.]]>
