<![CDATA[Digital transformation in government procurement of goods and services, through the implementation of Electronic Catalog Version 6, is part of the government's effort to realize transparent, accountable, effective, and efficient procurement. Although success in its implementation depends not only on the readiness of system technology information but also on the quality of human resources, in particular, the competence and commitment of employees involved in the procurement process. Research. This study analyzes the influence of employees' competence and commitment on the effectiveness of goods/services procurement in the Electronics Department of the Payakumbuh City Government through the implementation of Electronic Catalog Version 6. The research uses a quantitative approach and a survey method. Data obtained through the distribution questionnaire to employees involved in the implementation of the procurement of goods/services for the government. The instrument study has met the validity and reliability tests, and data analysis was performed using multiple linear regression after all assumptions were met. Research results show that competent and committed employees positively influence the effectiveness of electronic procurement of goods/services. Simultaneously, both variables contribute significantly to the effectiveness of the Electronic Catalog Version 6 implementation. This finding confirms that increasing competence through education, training, and procurement certification, supported by high organizational commitment, is a strategic factor in optimizing the electronic-based procurement system. This study provides an empirical contribution to the development of public sector management studies, particularly in explaining the role of employee competence and commitment as determinants of the effectiveness of digital-based procurement of goods/services, while also providing a basis for local governments in formulating.]]>
