Abstract

This study aims to analyze the improvement of pedestrian facilities in Surabaya City in support of a sustainable transportation system. The review focuses on three main issues: the inclusiveness of pedestrian facilities, physical and non-physical barriers on sidewalks, and the integration of pedestrian pathways with public transportation. This study employs a Systematic Literature Review (SLR) method by examining journal articles, conference proceedings, policy documents, and technical guidelines relevant to walkability, pedestrian facilities, universal design, and Transit-Oriented Development (TOD). The findings indicate that Surabaya has developed several pedestrian corridors with positive progress, particularly in the city center and heritage areas. However, the quality of pedestrian facilities remains uneven across different locations. The dominant problems include discontinuous guiding blocks, ramps that do not fully comply with standards, limited shade, illegal parking, sidewalk misuse by informal activities, and inadequate accessibility to public transport stops for persons with disabilities. Therefore, the improvement of pedestrian facilities should be directed toward the equalization of technical standards, stronger supervision of public spaces, and the integration of first-mile and last-mile connectivity with public transportation. Accordingly, pedestrian pathways should not only function as walking spaces but also serve as an essential instrument for creating an inclusive, healthy, low-emission, and human-oriented city
