<![CDATA[The Serasan State Border Crossing Post (PLBN) has been developed not only as a border control facility but also as a strategic instrument for promoting sustainable economic development in border areas. This study aims to analyze the implementation of the economic function of PLBN Serasan in improving the local economy of Serasan District. A qualitative descriptive approach was employed, with primary and secondary data collected through field observation, in-depth interviews, and official documentation. The collected data were thoroughly analyzed using Van Meter and Van Horn’s policy implementation theory. The research findings indicate that the economic function of PLBN Serasan has been implemented, although it has not yet achieved optimal outcomes. Policy standards and objectives are well understood by stakeholders, while inter-organizational communication and implementing agencies strongly support policy execution. However, limited financial and human resources, inadequate transportation connectivity, and underdeveloped cross-border trade mechanisms have prevented economic benefits from being distributed evenly among local communities. Therefore, strengthening integrated transportation connectivity, enhancing cross-border trade regulations, and prioritizing community empowerment are essential to optimize the overall economic function of PLBN Serasan.]]>
