<![CDATA[This study aims to analyze the changing function of the House of Representatives (DPR) from a supervisory institution to a partner of power in the context of the dominant political consensus, and to formulate an appropriate institutional reform model. The method used is normative legal research with a regulatory and conceptualization approach, using secondary data in the form of legislation, legal literature and scientific journals. The results of the study indicate that normatively, the DPR's supervisory function has been firmly regulated in Article 20A of the 1945 Constitution and Law Number 17 of 2014 concerning the MD3. However, in practice, the dominance supported by the government has weakened the role of the opposition and the suboptimal use of the rights of interpellation, inquiry, and the right to express opinions. This results in a gap between legal norms (das sollen) and political reality (das sein) which has an impact on decreasing accountability, increasing the potential for covering up power and weakening the quality of democracy. Therefore, institutional reform is needed that includes strengthening the role of minorities/opposition, restructuring the apparatus of the House of Representatives (DPR), increasing accountability and transparency and strengthening the ethics and accountability of the institution to restore the supervisory function according to the constitutional mandate.]]>
