Kamal Khan Dam is one of the most important water management projects in Afghanistan, located on the Helmand River in Nimroz Province, about 95 kilometers from Zaranj city in Chahar Burjak District. The construction of this dam has long been an aspiration of the Afghan people, particularly the residents of Nimroz, and it was officially inaugurated in 2021. This study examines the importance of Kamal Khan Dam and the influence of the Helmand River on political relations between Afghanistan and Iran. The research is based on qualitative analysis using library sources, including books, scholarly articles, legal documents, and online materials. The findings indicate that the dam plays a significant role in water management, irrigation of agricultural lands, electricity generation, and job creation in the region. Furthermore, the management of Helmand River water has long been an important factor in Afghanistan–Iran relations. According to the 1973 Helmand Water Treaty, Iran is entitled to an average flow of 22 cubic meters per second, with an additional 4 cubic meters under normal conditions. Proper management of the dam can therefore contribute to Afghanistan’s economic development while supporting regional cooperation through effective water diplomacy.
