This study aims to describe the management of banjir bandang emergency response based on aspects of planning, implementation, and evaluation. In addition, this study is also to determine the supporting and inhibiting factors in banjir bandang disaster management in the emergency response stage. This research uses a qualitative approach and this type of research uses a descriptive type of research. Data collection techniques applied in this study were in-depth interviews, observation, and documentation studies. Examination of the validity of the data in this study using triangulation techniques, persistence of observation, and using reference materials. The results of the study illustrate that there is no early warning or mitigation effort given to the community, does not have a contingency plan in the watershed area where the disaster occurs, there is a buildup of human resources but nothing is done, the existence of organizations in distributing aid, the formation of an emergency response plan that only a few groups participated, and it was difficult to establish coordination between parties. Based on the research findings, the researchers made a program proposal that was in accordance with the problem, namely the program name "Improving the Capacity of the Bulukerto Village Community in Management of Flash Flood Disaster Emergency Response through the Establishment of a Disaster Resilient Village (DESTANA)". Through this program, it can be a key factor so that it can increase community capacity in managing banjir bandang emergency response, and reduce the impact of larger aftershocks.
