This research is motivated by the challenges in Tajweed learning for grade IV students, particularly the limited learning infrastructure and lack of innovative media. The learning media used is often monotonous and less engaging, causing students to lose interest and focus during lessons. Therefore, this study aims to develop interactive picture book-based media for Tajweed material that is valid and practical to support elementary school learning. This research employed the Research and Development (R&D) method using the 4D development model (Define, Design, Develop, Disseminate), limited to the Develop stage. The subjects were grade IV students at SDN 87/IV Jambi City. Data were collected through expert validation questionnaires involving language, material, and media experts, as well as student practicality questionnaires in small and large group trials. The results showed that the media obtained validation scores of 84.375% from language experts, 85.294% from material experts, and 87.5% from media experts, categorized as valid and very valid. Student responses showed practicality scores of 81.730% and 82.388%. The developed media was considered attractive, relevant, and effective in facilitating Tajweed understanding and improving learning efficiency.
