<![CDATA[Law Number 66 of 2024, amending Law Number 17 of 2008 on Shipping, introduces significant changes to the legal framework governing the Indonesian Sea and Coast Guard Unit (KPLP), particularly its institutional status, authority, duties, functions, and coordination. This study aims to analyze the legal implications of these amendments, especially the repeal of Article 276 paragraphs (1) and (2) and the replacement of the term Sea and Coast Guard with Shipping Supervision, on KPLP’s legal position and authority. This normative legal research employs a descriptive qualitative approach, analyzing secondary legal materials through statutory and conceptual approaches. The findings indicate that Law Number 66 of 2024 fundamentally shifts KPLP’s legal construction from an institutional model toward a functional administrative model. Although KPLP retains operational authorities, including maritime patrols, vessel inspections, hot pursuit, and shipping supervision, these authorities are repositioned under the administrative authority of the Minister of Transportation rather than as an institution embodying the Sea and Coast Guard concept. Furthermore, the amendments fail to resolve longstanding overlapping authorities among KPLP, Maritime Security Agency (Bakamla), the Indonesian Navy, and the Water and Air Police, resulting in continued legal uncertainty and institutional fragmentation in Indonesia’s maritime law enforcement governance.]]>
