Challenges and Implementation of Barito Animal Market Relocation Policy in South Jakarta

Abstract

This study aims to analyze the implementation of the Barito Animal Market relocation policy in South Jakarta and to identify the factors influencing its effectiveness based on George C. Edward III's policy implementation model. The relocation policy generated a range of complex challenges, including trader resistance, location suitability disputes, and stakeholder coordination issues. Employing a qualitative case study approach, data were collected via in-depth interviews, field observations, and document analysis. Participants included officials from the PPKUKM Office of the DKI Jakarta Provincial Government, South Jakarta PPKUKM, legal counsel, and both opposing and relocated traders at the Lenteng Agung Fauna Center. Findings reveal suboptimal implementation results across the model's four key dimensions. First, in the communication dimension, information dissemination lacked transparency and participatory efforts. Second, regarding resources, traders deemed the new facilities inadequate to support business sustainability. Third, the disposition dimension showed implementers prioritized relocation targets over addressing affected traders' actual needs. Finally, the overly formalistic bureaucratic structure failed to facilitate dialogue and conflict resolution. The study concludes that successful relocation requires inclusive communication, adequate resources, responsive implementers, and adaptive bureaucratic coordination. These findings contribute to policy literature, offering practical insights for governments to design market relocation policies that are more participatory, equitable, and sustainable.
