Government communication serves as a strategic mechanism in realizing good governance principles within population administration services. This study examines the implementation of transparency, accountability, and responsiveness through government communication in the issuance and renewal of Electronic Identity Cards (KTP-el) and Family Cards (KK) at the Department of Population and Civil Registration (Disdukcapil) of Maros Regency. Employing a qualitative descriptive approach, data were collected through in-depth interviews, non-participant observation, and document analysis. The findings indicate that government communication has been systematically applied through multi-channel strategies, including digital media, village WhatsApp groups, socialization programs, and direct outreach. These practices have significantly supported transparency by broadening information access, strengthened accountability through open performance reporting, and enhanced responsiveness via proactive public engagement. The study highlights the central role of government communication in operationalizing good governance at the local level. This research contributes to the literature by positioning government communication as a core governance instrument in population administration. Practical implications suggest that strengthening hybrid communication models can improve service quality and public trust in decentralized governance. The Maros Regency case offers valuable lessons for other local governments seeking to enhance good governance through effective communication strategies.
