<![CDATA[The era of Industry 4.0 has brought significant changes to international administrative systems, marked by the growing use of artificial intelligence (AI), big data, the Internet of Things (IoT), and various other digital technologies in governmental processes and global organizational management. This study aims to explain how countries and multinational corporations adapt to this digital transformation and to assess their readiness in implementing it. Using a descriptive approach supported by literature analysis and case studies, the findings reveal that developed countries adopt digital technologies more rapidly and have reached a more stable operational level, while many developing countries remain in the early stages, facing challenges such as limited digital infrastructure and underdeveloped regulations. These differences in readiness directly influence the effectiveness of cross-border administration as well as the strategies of global companies in expanding their international reach. The study highlights that the digital readiness gap among nations remains a major challenge in establishing efficient, inclusive, and adaptive international governance in the Industry 4.0 era.]]>
