The response time of the Regional Disaster Management Agency (BPBD) of Yogyakarta City in handling fallen tree incidents has shown notable changes in recent years. However, field findings indicate that the majority of initial assessments in fallen tree response cases still exceed the time limits established in the Standard Operating Procedures (SOP). This study aims to analyze the response time strategy of the Regional Disaster Management Agency in handling fallen trees in Yogyakarta. The study employs a qualitative research method using a SWOT analysis approach. The results indicate that the response time of BPBD in handling fallen tree incidents has not fully complied with the established SOP. This condition is influenced by several factors, including suboptimal cross-sector coordination, response time to public reports exceeding 30 minutes, the increasing number of vehicles and traffic congestion in urban areas, as well as potential conflicts of interest or sectoral ego among government agencies. Furthermore, the SWOT analysis reveals that the response time strategy of BPBD Yogyakarta is positioned in Quadrant I with coordinate points (0.974; 0.29), indicating that the organization possesses relatively strong internal capabilities and opportunities for strategic development.
