Abstract

This study examines how Tempo.co and Okezone.com, two Indonesian online news outlets, framed the issue of disability in their coverage between 1 November and 31 December 2025. Framing shapes public understanding of social groups through the selection, emphasis, and omission of particular aspects of reality, and disability-related news is especially prone to charity-based or stereotypical representation. Using a qualitative content analysis grounded in the framing model of William A. Gamson and Andre Modigliani, the study analyzed 17 disability-related articles from Okezone.com and 66 from Tempo.co, drawn from a total population of 66 articles published during the observation period. Data were collected through online observation, documentation, and literature study, then coded across five framing devices (metaphors, catchphrases, exemplars, depictions, visual images) and three reasoning devices (roots, appeals to principle, consequences), with credibility strengthened through source, method, and theory triangulation. The findings show that Okezone.com predominantly constructs disability through a charity-model frame emphasizing empathy, institutional care, and individual success stories, whereas Tempo.co constructs a rights-based frame emphasizing structural discrimination, legal protection, and civic participation.
