Transformasi digital dalam penyelenggaraan pemilihan umum mendorong penggunaan Sistem Informasi Rekapitulasi (SIREKAP) untuk meningkatkan efektivitas, transparansi, dan akuntabilitas proses rekapitulasi suara. Namun, implementasinya masih menghadapi kendala teknis, keterbatasan infrastruktur, dan variasi penerimaan pengguna. Penelitian ini bertujuan menganalisis faktor-faktor yang memengaruhi Niat Perilaku dan Perilaku Penggunaan SIREKAP berdasarkan model Unified Theory of Acceptance and Use of Technology 2 (UTAUT2). Penelitian menggunakan pendekatan kuantitatif melalui survei terhadap 170 penyelenggara Pemilu 2024 di Kabupaten Kebumen. Data dianalisis menggunakan Partial Least Squares–Structural Equation Modeling (PLS-SEM) dengan bantuan SmartPLS 3.0. Hasil penelitian menunjukkan bahwa Ekspektasi Kinerja (β = 0,271; p = 0,001), Ekspektasi Usaha (β = 0,179; p = 0,010), dan Motivasi Hedonis (β = 0,371; p < 0,001) berpengaruh positif terhadap Niat Perilaku. Selanjutnya, Niat Perilaku (β = 0,594; p < 0,001) dan Kondisi Pendukung (β = 0,241; p = 0,002) berpengaruh positif terhadap Perilaku Penggunaan. Pengaruh Sosial, Nilai Harga, dan Kebiasaan tidak menunjukkan pengaruh signifikan, sedangkan Kondisi Pendukung tidak memengaruhi Niat Perilaku. Model menjelaskan 78,8% variansi Niat Perilaku dan 67,2% variansi Perilaku Penggunaan. Temuan ini menegaskan bahwa keberhasilan implementasi SIREKAP terutama ditentukan oleh manfaat kinerja, kemudahan, pengalaman penggunaan yang positif, kesiapan pengguna, dan dukungan operasional. Abstract Digital transformation in election administration has encouraged the use of the Vote Recapitulation Information System (SIREKAP) to improve the effectiveness, transparency, and accountability of vote recapitulation. However, its implementation still faces technical problems, infrastructure limitations, and variations in user acceptance. This study examines the factors influencing Behavioral Intention and Use Behavior toward SIREKAP based on the Unified Theory of Acceptance and Use of Technology 2 (UTAUT2). A quantitative survey was conducted involving 170 election officials participating in the 2024 election in Kebumen Regency. The data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) with SmartPLS 3.0. The results show that Performance Expectancy (β = 0.271; p = 0.001), Effort Expectancy (β = 0.179; p = 0.010), and Hedonic Motivation (β = 0.371; p < 0.001) positively influence Behavioral Intention. Furthermore, Behavioral Intention (β = 0.594; p < 0.001) and Facilitating Conditions (β = 0.241; p = 0.002) positively influence Use Behavior. Social Influence, Price Value, and Habit have no significant effects, while Facilitating Conditions do not significantly influence Behavioral Intention. The model explains 78.8% of the variance in Behavioral Intention and 67.2% of the variance in Use Behavior. These findings indicate that successful SIREKAP implementation primarily depends on performance benefits, ease of use, positive user experience, user readiness, and adequate operational support.
