<![CDATA[Employee performance is a key indicator of organizational success, particularly in the garment manufacturing industry which demands high efficiency and productivity. This study aims to analyze the effects of training needs assessment, training resources availability, and organizational culture on employee performance, as well as to examine the role of motivation as a moderating variable. This study employs a quantitative approach using Partial Least Squares Structural Equation Modeling (PLS-SEM) with a sample size of 199 respondents selected through purposive sampling from employees of garment manufacturing companies in the Tangerang area. The results indicate that organizational culture has the greatest influence on employee performance, followed by training resources availability, motivation as a moderator, and training needs assessment. All hypotheses in this study were accepted, indicating that training needs assessment, training resources availability, and organizational culture have a positive and significant effect on employee performance. Furthermore, motivation was found to significantly strengthen the relationship between organizational culture and employee performance. These findings confirm that improving employee performance is not only determined by training effectiveness but is also strongly influenced by a strong organizational culture and work motivation. This study recommends that organizations strengthen their organizational culture, enhance training resources availability, and foster employee motivation to achieve optimal performance. Therefore, a holistic approach that integrates training, culture, and motivation is necessary to create sustainable employee performance in the garment manufacturing industry.]]>
