This study aims to explore the influence of organizational culture and work environment on the work discipline of Civil Servants (PNS) at the Population and Civil Registration Office (Disdukcapil) of Bireuen Regency. Using an associative quantitative approach with an explanatory design, this study involved the entire population of 43 civil servants through a saturated sample (census) technique. Data were collected using a five-level Likert scale questionnaire that has been tested for validity and reliability. The analysis was carried out through classical assumption tests, multiple linear regression, t-test, F test, and determination coefficient (R²). The results showed that organizational culture had a positive and significant effect on work discipline (t count = 3.412 > t table = 2.021; p < 0.05). The work environment was also shown to have a positive and significant effect on work discipline (t count = 4.185 > t table = 2.021; p < 0.05). Simultaneously, organizational culture and work environment had a significant influence on the work discipline of civil servants (F count = 28.451 > F table = 3.23; p = 0.000 < 0.05) with a contribution of 58.7%, while the remaining 41.3% were influenced by other factors. These findings affirm the importance of internalizing the value of productive culture and improving the quality of physical and non-physical work environments as strategies to strengthen work discipline and support excellent and sustainable public services.
