<![CDATA[Small and Medium Enterprises (SMEs) are a strategic sector in supporting regional economic growth. Many business owners still do not understand how to obtain business licenses, so many operate without official permits. This study aims to describe the political will of the Pariaman City DPMPTSP and Labor Office regarding the legalization of SME business licenses in 2023 based on Derick W. Brinkerhoff (2000), which encompasses five indicators: Government Initiative, Stakeholder Mobilization, Public Commitment, Business Sustainability, and Learning and Adaptation. This study employs a qualitative descriptive method, utilizing interview and documentation techniques for data collection. The findings indicate that the Political Will within the agency has not yet been fully realized. This is evident from policy initiatives that remain oriented toward central government directives and have not yet fully aligned with the needs of SME operators. The agency has also not fully leveraged lessons from other regions’ experiences or adapted swiftly to evolving SME needs. This study concludes that the political will of the DPMPTSP and the Labor Department of Pariaman City regarding the legalization of SME business permits in 2023 has not been optimal. This is indicated by inconsistent policies, a lack of post-permit support, and low adaptability to the needs of SME operators.
