<![CDATA[One of the most fundamental rights of children in Indonesia that must be fulfilled is the right to education. However, to this day, many children have not yet fully obtained their educational rights. Therefore, this study aims to analyze the strategies implemented by the Education Office of Pekanbaru City in addressing issues related to children's educational rights, particularly school dropouts. This research employs a qualitative approach with a descriptive research type. The research data were collectively gathered through interviews and subsequently elaborated with secondary data, including previous studies as well as institutional documents and regulations relevant to the research topic. The data analysis techniques applied in this study consist of data presentation, data reduction, and conclusion drawing. Based on the research findings for the period 2024-2025, the strategy implemented by the Pekanbaru City Education Office in addressing school dropout issues has been carried out systematically through strengthening data collection, cross-institutional collaboration, and the optimization of non formal education, which has contributed to a slight decline in the number of school dropouts in 2025. This strategy has proven effective in significantly reducing the dropout rate, although it is still subject to limitations in data validity, socioeconomic conditions, and the need to strengthen persuasive approaches and ensure more sustainable institutional coordination. Therefore, this study recommends that the Pekanbaru City Education Office further optimize efforts to strengthen mindset transformation, improve data validity, and implement continuous persuasive approaches in order to achieve more optimal and sustainable long-term outcomes.
