Communicative Governance and Tourism Development: Negotiating Power and Government Community Relations in Lake Toba, Indonesia

Abstract

Tourism development in Lake Toba, Indonesia, illustrates the tension between state-led development ambitions and the rights, knowledge, and expectations of localcommunities. As a national strategic tourism destination, Lake Toba has been positioned as an instrument of regional economic transformation, cultural promotion, environmental conservation, and international tourism expansion. However, the development process has also generated disputes concerning customary land, institutional authority, access to resources, benefit distribution, and the quality of communication between government agencies and local communities. This article examines how communicative governance shapes power relations and government–community relations in the Lake Toba tourism area. Itemploys a qualitative case study design based on document analysis and a review of relevant academic literature, policy documents, legal regulations, institutional publications, and reports concerning tourism development, customary land, community participation, and the management of the Lake Toba Tourism Authority. The analysis is informed by communicative governance, collaborative governance, participatory governance, and power theory. The findings indicate that communication in Lake Toba tourism governance has not yet functioned as an equal deliberative mechanism. Instead, it has frequently operated as an instrument of policy dissemination, project legitimation, and the management of social resistance. While government documents emphasise sustainability, conservation,community welfare, and partnership, community responses reveal persistent concerns regarding customary land recognition, procedural justice, transparency, and substantive participation. The article argues that the central challenge is not merely the absence of communication but the unequal distribution of communicative capacity and decision-making power. Effective tourism governance therefore requires a transition from consultative communication toward rights-based, deliberative, and co-decisional arrangements that recognise customary institutions and strengthen community control over tourism resources
