<![CDATA[The independence-building program is one of the main pillars of Indonesia's correctional system in preparing inmates for a productive return to society. This article examines the optimization of barbershop vocational training at Class IIB Correctional Institution (Lapas) Tuban, a program that had previously been discontinued due to limited training budgets. Using a descriptive-analytical qualitative approach based on literature review, this article develops an Operational and Skill Upgrading framework as an optimization strategy consisting of two complementary tracks: strengthening operational aspects (partnerships, alternative funding, and facility management) and improving technical competence (certification and service standards). The findings show that barbering skills involve low capital requirements, stable market demand, and a relatively short learning curve, making them highly relevant as post-release capital for inmates' social reintegration. Optimizing this program is projected to contribute to reducing recidivism by opening employment and entrepreneurship opportunities after release. The article recommends a cross-sector partnership scheme among correctional institutions, businesses, and professional certification bodies as a sustainable funding solution for vocational training in Class IIB correctional facilities.
