The integration of artificial intelligence (AI) technology in education has created new opportunities to improve the effectiveness of the learning process through personalization, automation, learning analytics, and support from algorithm-based digital assistants. However, the role of teachers remains a determining factor in the success of implementation because teachers are the controllers of pedagogical decisions, ethical use, and curriculum relevance. This article aims to analyze AI-based educational technology implementation strategies that can be optimized by teachers and to identify the accompanying structural challenges, digital skills, and ethical issues. This study uses a literature review approach through the analysis of various international and national scientific sources related to EdTech and AI adoption policies in education. The results of the analysis show that effective implementation requires four main pillars, namely strengthening the AI literacy competencies of teachers and students, digital infrastructure readiness, data-based adaptive learning models, and data ethics and security governance. This article concludes that AI does not replace the role of teachers but expands their pedagogical capacity when combined with appropriate policies and training.
