This study attempts to integrate transactional communication theory in Civic Education communication with the Merdeka curriculum of deep learning for student self-regulation based on the theory of self-regulated learning. This study aims to review previous research on student self-regulation in Civic Education communication based on deep learning. This study uses a qualitative approach with a systematic literature review method. Data collection was obtained by reviewing various national and international scientific articles related to the research and in accordance with the inclusion criteria. The presentation process of the scientific articles focuses on their relevance to several sub-themes, namely transactional communication, Civic Education, self-regulated learning, student self-regulation, and deep learning. The results of the review based on a systematic literature review indicate that the implementation of transactional communication theory in Civic Education learning communication based on deep learning can make students more active and creative in the learning process, thereby encouraging good self-regulation for students, which results in student self-regulation. The implementation of Pancasila Education Learning Communication can make teachers facilitators who integrate technology in building a deliberative dialogical classroom culture in the project-based learning model.
