<![CDATA[This study aims to analyze the role of organizational culture in improving employee loyalty at the Cinere District Office, Depok City. The research employed a qualitative descriptive approach using purposive sampling involving six informants. Primary data were collected through structured interviews, direct observation, and documentation. The findings indicate that organizational culture plays an important role in improving employee loyalty, which is reflected in employees’ sense of belonging to the organization, compliance with organizational regulations, responsibility in carrying out duties, willingness to cooperate, and harmonious interpersonal relationships. However, several obstacles were identified, including employee tardiness, lack of initiative in completing assigned tasks, and technical problems with the KMOB application affecting attendance and performance reporting. The study concludes that a positive organizational culture contributes significantly to employee loyalty and supports the improvement of effective and high-quality public services.]]>
