Abstract

This study analyzes interagency coordination among government institutions in reducing the non-procedural departure of Indonesian Migrant Workers (PMI) in West Bandung Regency. Although multiple institutions are involved in migrant worker protection, preventive coordination remains constrained, allowing non-procedural migration to persist. The study aims to examine coordination based on four indicators: agreement and commitment, competence, awareness, and continuity within a stakeholder synergy framework. The novelty of this research lies in distinguishing preventive and responsive coordination capacities as the basis for explaining the effectiveness of prevention efforts. A qualitative approach with a case study design was employed. Informants were purposively selected from the West Bandung Regency Manpower Office, the West Java Regional Office of the Indonesian Migrant Workers Protection Agency (BP3MI), sub-district governments, and village governments. Data were collected through observation, in-depth interviews, and documentation, and analyzed using the interactive model of Miles, Huberman, and SaldaƱa. The findings show that coordination has been implemented through the division of authority, administrative validation, public outreach, complaint handling, assistance, and formal and informal communication. Agreement on objectives, institutional commitment, competence, and awareness have been established; however, coordination remains more responsive than preventive. Major constraints include unclear technical mandates at the sub-district level, limited resources, weak early detection and data integration, and low public awareness. Strengthening standard operating procedures, integrated data systems, periodic evaluations, and accessible safe migration information services is essential to improve coordination effectiveness.
