This study aims to analyze the effectiveness of community-based disaster mitigation policies in Lembang District, West Bandung Regency, a densely populated hilly area with a high risk of landslides. The method used in this research is descriptive qualitative, with data collection techniques utilizing in-depth interviews, field observations, focus group discussions (FGD), and documentation studies involving the Regional Disaster Management Agency (BPBD), village officials, and local volunteers. The results indicate that the community-based policy effectively increases the social capacity of residents significantly through the establishment of the Disaster Risk Reduction Forum (FPRB). The strengthening of social capital has successfully reduced independent emergency evacuation response times to less than 15 minutes through regular simulations and community-based patrol systems. However, the long-term effectiveness of this policy faces massive structural barriers in the form of uncontrolled conversion of hilly land for commercial tourism, as well as the operational failure of technical early warning systems (EWS) due to the absence of a consistent maintenance budget from the local government. This study concludes that social resilience at the grassroots level will not operate optimally without the integration of strict ecological spatial control and a sustainable operational budgeting commitment from the local government.
