Abstract

Population growth and economic activity in Cimahi City have triggered a significant rise in urban waste generation, necessitating an adaptive and inclusive governance strategy. This study aims to analyze waste management policy in Cimahi City through a collaborative synergy approach involving various stakeholders. A descriptive qualitative research method was employed. The findings indicate that the implementation of waste management policy via collaborative synergy has not been optimal, as it remains dominated by a rigid, top-down government authority. This situation has fostered passivity within the private sector and caused fluctuations in public participation, driven by the absence of economic incentive systems and a lack of mutual trust. Structurally, governance is hindered by land constraints, reliance on regional landfills, overlapping regulatory and operational functions, and outdated local regulations. The study concludes that the success of collaboration hinges heavily on leadership commitment and clearly defined roles. The primary recommendation is the need to accelerate the establishment of a Regional Public Service Agency (BLUD) for waste management and to strengthen formal regulations that integrate the penta-helix model.
