Strengthening Circular-Economy-Based Business Management through a Digital Waste Bank at the Bening Saguling Foundation, West Bandung Regency, West Java, Indonesia: A Documented Case Study

Abstract

This community-service study examines how circular-economy-based business management operates in practice at the Bening Saguling Foundation (BSF), a community-empowerment and Citarum-River conservation organisation in Cihampelas, West Bandung Regency, West Java, Indonesia, and proposes a Digital Waste Bank model to strengthen it. Rather than reporting a controlled intervention, the study synthesises documented evidence from public reporting, the foundation’s own publications, and an academic case study, and maps that evidence onto circular-economy principles. The documented record shows an established community enterprise: founded in 2014 (from an earlier collectors’ cooperative), BSF employs roughly seventy workers, including former scavengers on stable wages, and collects an estimated 900 kg to 1.2 tonnes of waste per day. Recovered plastic is sorted and shredded into feedstock for new products through a monthly “plastic-credit” scheme; household organic waste is converted via black-soldier-fly larvae into poultry feed, supporting egg production sold affordably to residents; and water hyacinth from the reservoir is turned into crafts and furniture. Revenue is reinvested into community services, including a “waste-payment” school and a health clinic, while a corporate partner has provided roughly IDR 500 million in processing infrastructure. Against this backdrop, the study identifies manual recording and limited transaction transparency as constraints and outlines a digital waste-bank design, real-time recording, performance reporting, and incentive tracking to improve efficiency, accountability, and participation. The study contributes a grounded case description and an actionable digitalisation roadmap for community circular-economy enterprises.
