Servant Leadership in Village Governance: A Qualitative Study of Wolutengah Village, Tuban Regency

Abstract

Village head leadership plays a crucial role in establishing participatory village governance oriented toward public service. This study aims to analyze the implementation of servant leadership by the Village Head of Wolutengah (Kerek District, Tuban Regency), examine community perceptions of the village policies, and identify the factors supporting and hindering this implementation. A descriptive qualitative approach was employed, utilizing purposive sampling to select informants, which included the village head, a village official, and eight community members. The data were analyzed using the Miles and Huberman interactive model. The results indicate that the Village Head has implemented servant leadership principles through service orientation, information transparency, and effective communication. However, while the majority of the community holds a positive view of the leadership, some residents still feel insufficiently involved in decision-making and perceive information dissemination as suboptimal. Supporting factors include the village head's commitment, support from officials, harmonious social relations, and the culture of gotong royong (mutual cooperation); conversely, inhibiting factors include budget constraints, unequal community participation, and suboptimal public communication. This study provides a theoretical contribution by expanding the servant leadership framework within the context of rural public governance, highlighting that individual service-oriented actions must be accompanied by systemic empowerment. Practically, this research offers an inclusive communication framework for village administrations to enhance grassroots participation in decision making.
