The conflict in the Register 45 area of Mesuji Regency, Lampung Province, began in 1991 and has yet to be resolved. This conflict, involving the government, a company (PT SIL), and the Moro-moro community, is still under scrutiny regarding its management and resolution. This conflict has an impact on the Moro-moro community, whose basic rights such as health, education, and public services are neglected. The purpose of this study is to analyze the conflict with social change from the perspective of Dahrendorf's authority conflict. This study uses a literature study method and Ralf Dahrendorf's authority conflict analysis tool. The results show that the conflict gave rise to social change in the form of policies accommodated by the government as the party with authority. This policy is stated in Forestry Ministerial Regulation No. 39 of 2013 concerning Partnerships. Communities living in the Sector 45 area can collaborate with forest utilization permit holders or Forest Managers. However, this policy is still under scrutiny because its dynamics and resolution model have not been resolved to date.
