The development of the digital economy in Indonesia has had a significant impact on business competition practices, especially through e-commerce platforms. Digital business models loaded with network effects and dominance of large platforms pose new problems in the enforcement of business competition laws. Satjipto Rahardjo's progressive legal approach can be an alternative to dealing with this complexity. This approach views law not only as a set of rules, but as a tool to achieve justice and improve public welfare. Using this approach, the law enforcement of business competition in the digital era is not only oriented towards legal certainty, but also towards the protection of small business actors, consumers, and the sustainability of the digital economic ecosystem.
