Analisis Pengendalian Pendirian dan Fungsi Bangunan Pada Koridor Jalan Poros Enrekang–Toraja

Abstract

The rapid development of buildings along the Enrekang–Toraja Main Road Corridor has resulted in several spatial planning issues, including inconsistencies in land use, violations of Building Setback Lines (GSB), and construction in areas with steep slopes and landslide potential. This study aims to analyze the existing conditions of building construction and functions, as well as the control of spatial utilization along the Enrekang–Toraja Main Road Corridor. The study employed a descriptive approach combined with spatial analysis using a Geographic Information System (GIS). Data were collected through field observations, interviews, documentation, and the Enrekang Regency Spatial Plan (RTRW) for 2012–2032. The analysis used overlay techniques and the Norms, Standards, Procedures, and Criteria (NSPK) approach. The norms refer to the spatial pattern of Enrekang Regency for 2012–2032, the standards refer to Government Regulation No. 34 of 2006, the procedures include licensing, supervision, and monitoring, while the criteria refer to Regulation of the Minister of Public Works No. 22/PRT/M/2007. The results show that, of the 3,571 identified buildings, 1,996 are located within residential areas designated in the RTRW, while 1,575 are located in areas that are inconsistent with the spatial plan. In addition, 2,099 buildings violate the Building Setback Line, 1,223 buildings are located on moderate slopes, 44 buildings are located on steep slopes, and 30 buildings are situated in areas with potential landslide hazards. Building control has not been implemented optimally, as indicated by the presence of unlicensed buildings, irregular supervision, and weak enforcement measures
