This study aims to explore how human resource management strengthens correctional officers' commitment in supporting the implementation of social reintegration under Indonesia's New Criminal Code (KUHP). It examines how officers interpret organizational commitment, how it is reinforced through human resource management practices, and how it is translated into correctional practices within the expanding role of the Correctional Center (Balai Pemasyarakatan). This study employed a qualitative phenomenological approach. Data were collected through in-depth interviews, observation, and document analysis involving five Community Counselors (Pembimbing Kemasyarakatan) and one Head of the Correctional Center at Balai Pemasyarakatan Class II Muara Teweh, Central Kalimantan. Data were analyzed using the interactive model of Miles, Huberman, and SaldaƱa. Credibility was ensured through triangulation and member checking. The findings reveal five interrelated themes: (1) social reintegration as a new correctional paradigm, (2) organizational commitment as professional and moral responsibility, (3) human resource management as a mechanism for strengthening commitment, (4) the implementation of commitment through community-based guidance and supervision, and (5) collaborative adaptation to organizational constraints. The study proposes a conceptual model showing that officers' commitment is shaped by the interaction of correctional values, strategic human resource management, and organizational adaptation, which collectively support the effective implementation of community-based corrections under the New Criminal Code.
