Abstract

The Indonesian Archipelagic Sea Lane II (ALKI II) represents a strategically vital airspace for Indonesia, serving as a major international route connecting the Indian Ocean and the Pacific Ocean. The evolving dynamics of modern warfare in the Indo-Pacific region have directly affected air security conditions within the ALKI II area, as reflected in frequent airspace violations and the advancement of modern weapon systems that exploit airspace dominance. The implementation of a layered air defence system is a strategic measure to safeguard national airspace; however, challenges remain, particularly in achieving strong interoperability among the three branches of the Indonesian National Armed Forces (Army, Navy, and Air Force) and in optimizing the involvement of relevant stakeholders. Therefore, this study aims to formulate strategies for implementing a layered air defence system to secure strategic airspace in ALKI II. The research employs a qualitative method with an integrative and contextual analytical approach to identify, process, and analyze emerging phenomena in order to understand their meaning, significance, and relevance. The study finds that gaps still exist between the doctrinal concept of layered air defence and field realities, such as limited system integration and the suboptimal use of radar and early warning technologies in air defence operations within ALKI II. The study concludes that the success of layered air defence implementation in ALKI II depends on the strength of interoperability among the armed forces, effective cross-sectoral coordination, and a sustained commitment to defence modernization.
