Human resource quality plays a strategic role in determining the success of government institutions in delivering effective public services. The Medan City Manpower Service is required to maintain and improve employee performance to meet organizational goals. However, several issues such as limited career advancement opportunities and fluctuating levels of work motivation may influence employee productivity. This study aims to examine the effect of career development and work motivation on the performance of civil servants at the Medan City Manpower Service. The research adopts a quantitative approach involving 58 respondents selected from civil servant employees. Data were analyzed using multiple linear regression, along with hypothesis testing through partial (t-test) and simultaneous (F-test) analysis, as well as the coefficient of determination (R²). The results indicate that career advancement has a positive and significant effect on employee performance, as evidenced by a significance value below 0.05 and t-count exceeding t-table. Work motivation also demonstrates a positive and significant effect on performance. Furthermore, the simultaneous test shows that both variables jointly influence employee performance significantly. The coefficient of determination (R²) value of 0.413 reveals that 41.3% of employee performance is explained by career development and work motivation, while the remaining 58.7% is influenced by other factors not included in this study. These findings highlight the need for organizations to strengthen career management systems and foster employee motivation to enhance overall performance.
