Nature-based tourism, also known as wana wisata, is a strategic sector with significant potential to promote sustainable regional economic growth. Pantai Tambakrejo, located in Blitar Regency, is one of the leading ecotourism destinations managed through a tripartite cooperation agreement involving the State Forestry Corporation (Perum KPH Perhutani), the Blitar Regency Government, and the Tambakrejo Village Government. However, the implementation of this cooperative agreement is not without challenges. Several issues have arisen, particularly concerning land ownership status, unclear revenue-sharing mechanisms, and a lack of synergy regarding the roles and responsibilities of the involved parties. This study adopts an empirical legal research method with a socio-legal approach, aiming to examine how the terms of the agreement are applied in practice and to identify any obstacles encountered during its execution.The results indicate that while the overall implementation has been relatively effective and aligned with the initial terms, several obstacles persist. These include internal problems within the Tambakrejo Village Government related to land claims and management authority. Moreover, the revenue-sharing mechanism has undergone several changes over the years, particularly following the enactment of Perhutani Director Regulation No. 06/PER/DIR/02/2024 on Guidelines for Tourism Management Cooperation, which has significantly affected the distribution of revenues among the parties.
