This research investigates the operational procedures, tasks, and challenges faced by the Agent on Board (AOB) of PT. IDT Trans Agency Banjarmasin Branch in the coal loading and unloading process at Taboneo Anchorage, a vital area for national maritime logistics. A descriptive qualitative research method through participatory observation and in-depth interviews revealed that AOB operations are structured into four crucial stages: pre-arrival, arrival and boarding, cargo transfer execution, and post-loading and departure. AOB responsibilities encompass administrative, financial, and legal aspects, including the management of documents such as the Statement of Facts (SOF) and Bill of Lading (B/L), as well as emergency handling and safety compliance. Key obstacles encountered include limitations in telecommunication infrastructure (dead zones), instability in digital systems like Inaportnet, and environmental factors such as extreme weather and wave swells that can hinder mobility and data accuracy. Proposed solutions include the development of an offline digital recording application, the use of portable satellite modems, strengthening multi-party coordination, and periodic SOP updates. These findings affirm the crucial role of AOB in maintaining the efficiency of the coal supply chain and recommend technological innovation and enhanced synergy among stakeholders to address operational complexities in offshore waters.
