Policy Implementation of Sustainable Food Agricultural Land Protection in Subang Regency

Abstract

Population growth, urbanization, and rapid industrial development have increased pressure on the availability of food and agricultural land in Indonesia, potentially threatening national food security. This study analyzes the implementation of Law No. 41 of 2009 on Sustainable Food Agricultural Land Protection in Subang Regency, one of the major food production areas in West Java. The research employs a qualitative descriptive approach to examine the dynamics of policy implementation at the local level. Data were collected through observation, interviews with key stakeholders, and focus group discussions involving local government officials and relevant institutions. The analysis is based on the policy implementation framework developed by Donald S. Van Meter and Carl E. Van Horn. The findings indicate that the local government has demonstrated commitment to agricultural land protection through the establishment of regional regulations, the designation of LP2B areas, and policy dissemination efforts. However, several challenges remain, including limited resources, the absence of effective incentive and disincentive mechanisms for farmers, the lack of an integrated agricultural land database, and weak inter-agency coordination influenced by infrastructure development and national strategic projects. Strengthening institutional coordination, developing integrated agricultural land information systems, and enhancing human resource capacity are essential to support sustainable agricultural land protection.
