<![CDATA[The expansion of Transnational Corporations (TNCs) into developing countries often brings contradictory impacts; on one hand, it accelerates macroeconomic investment growth, but on the other hand, it externalizes massive environmental damage onto local communities. This scientific article aims to conduct an in-depth analysis of the ecological impacts resulting from the heavy industry operations of Italy-based PT. Saipem Indonesia Karimun Branch (SIKB) in Karimun Regency, Riau Islands. Utilizing a descriptive qualitative method with a case study approach, this research places the Ring 1 local communities (Kampung Ambat Jaya and Pangke Barat Village) as the primary unit of analysis, examined through the lens of Robyn Eckersley's Green Theory and Michael Löwy's concept of Ecosocialism. Empirical findings indicate that SIKB's fabrication yard activities trigger layered ecological crises, namely the degradation of communities' agrarian land due to wastewater drainage erosion, coastal ecocide caused by 1.1-meter-thick mud sedimentation from a reclamation project without retaining structures (sheet piles), and chronic air pollution from garnet blasting material residues in close proximity to residential areas. Furthermore, the study reveals that law enforcement instruments and scientific air quality testing conducted by the Karimun Environmental Agency (DLH) and the Ministry of Environment and Forestry (KLHK) tend to be spatially and operationally manipulated to accommodate investment interests. The power asymmetry among the TNC, state apparatus, and marginal communities positions the Corporate Social Responsibility (CSR) program—valued at IDR 2.6 billion—merely as a symbolic conflict management tool (charity) distributed to Ring 3 areas, while the restoration of Ring 1's environmental metabolism is structurally neglected.
