Selecting the best teacher is a strategic effort to improve the quality of education; however, the process at SDN Kalisuren 01 was still carried out conventionally, which allowed subjectivity and inefficiency to occur. This study aims to design and develop a web-based decision support system using the PROMETHEE method to assist the principal in determining the best teacher in an objective, measurable, and accountable manner. The system applies six assessment criteria, namely attendance, years of service, teaching competence, teamwork, discipline, and responsibility. PROMETHEE is used to calculate the Leaving Flow, Entering Flow, and Net Flow as the basis for ranking teachers. The results indicate that the system successfully generates teacher rankings consistent with manual calculations and presents information quickly and accurately. Blackbox testing confirms that all features function properly, from score input and calculation to the presentation of the final ranking. Thus, the developed decision support system is effective in improving the objectivity, transparency, and efficiency of the best teacher selection process at SDN Kalisuren 01.
