Abstract. This research analyzes the impact of labor allocation on construction project time and cost using Work Sampling and Objective Matrix (OMAX) methods. The study is prompted by the classic issues of delays and cost overruns caused by inefficient resource allocation and low productivity.Using a quantitative observational approach, field data was processed through four OMAX stages: defining indicators (such as Labor Utilization Rate), scale normalization, weighting, and calculating productivity indices. The results indicate that combining these two methods effectively identifies limiting factors, such as material waiting times and field coordination issues. The key finding shows a labor productivity index of 0.58 (58%), categorized as "good" but with room for improvement. The study demonstrates a causal relationship where optimized labor allocation directly boosts productivity, subsequently shortening duration and reducing costs. In conclusion, OMAX-based evaluation enables more precise resource management to minimize project risks.
