The purpose of this study is to describe application, contributing factors and inhibitors to the beavioristic theory of learning in mathematics at the bottom of elementary school. The method of research used in this study is qualitative. The data-collection technique used is observation, interview and documentation. Data analysis of miles huberman and saldana covers: condensation of data, presentation of data, verification and conclusion. Data validity USES technical and source triangulation. The result of researchers is (1) behavioristic theories through reinforcement and reward and punishment can provide the motivation for math study. (2) a reason for the application of this behavioristic theory is the teacher himself because in it the emphasis is on the teacher centered and teachers can give repetitive reinforcement. (3) as for the behavioristic factor for the application of this behavioristic theory, changes that come to their learning easily go away when it is not subjected to continual reinforcement.
