<![CDATA[This study examines the role of Human Capital Intelligence in improving strategic workforce decisions through a literature-based approach. The study responds to the growing complexity of workforce management, characterized by technological transformation, changing competency requirements, talent shortages, and the need for evidence-based decision-making. A library research method was employed by reviewing relevant books, journal articles, scientific studies, research reports, and other scholarly sources related to Human Capital Intelligence, strategic workforce management, and workforce decisions. Data were analyzed using content analysis to identify patterns, relationships, and significant information across the selected literature. The findings indicate that Human Capital Intelligence enables organizations to transform human capital data into actionable insights for workforce planning, competency gap identification, talent allocation, retention, succession planning, and strategic workforce alignment. The study concludes that Human Capital Intelligence functions as a strategic capability that connects human capital information with organizational decision-making. Its effectiveness depends on data quality, analytical capability, managerial interpretation, strategic alignment, and ethical governance.]]>
