Regional innovation plays a strategic role in improving the quality of public services and accelerating sustainable development. Nevertheless, limited institutional capacity and resources require local governments to identify the most critical factors that constrain innovation performance. This study aims to prioritize the strengthening of regional innovation in Kerinci Regency through Pareto analysis and to examine its implications for sustainable regional development. The study employed a quantitative descriptive design using secondary data derived from the 2025 Monitoring and Evaluation of Regional Innovation Implementation in Kerinci Regency. The analysis covered 45 regional innovations assessed using 20 indicators. Indicators achieving less than 70 percent of the maximum score were classified as priority weaknesses. Their frequencies were calculated, ranked, and analyzed using cumulative percentages in accordance with the Pareto principle. The results identified 251 low-score occurrences across the evaluated innovations. Seven indicators accounted for 80.08 percent of the recorded weaknesses, comprising the availability of regional innovation implementers (16.33 percent), human resource capacity (14.34 percent), operational facilities and infrastructure (13.94 percent), innovation dissemination (12.75 percent), technical guidelines (11.95 percent), integrated service mechanisms (5.58 percent), and integration of innovation into the Regional Government Work Plan (5.18 percent). These findings indicate that the primary challenges are concentrated in institutional arrangements, implementation capacity, operational support, knowledge diffusion, regulatory guidance, service coordination, and development planning. Accordingly, improvement strategies should prioritize the formal establishment of innovation teams, competency development, adequate operational facilities, systematic dissemination, standardized technical guidelines, cross-sectoral service integration, and the incorporation of innovation priorities into regional planning and budgeting documents. Strengthening these areas is expected to enhance public-service effectiveness, institutional accountability, policy continuity, and efficient resource allocation, thereby supporting the social, economic, and governance dimensions of sustainable development in Kerinci Regency.
