This study aims to design and develop a web-based incoming and outgoing mail management application at the Secretariat of the Regional Financial and Asset Management Agency of North Sumatra Province (BKAD PROVSU). The existing mail management process is still carried out manually using an agenda book, which may cause delays in recording, difficulties in searching archives, recording errors, and risks of document loss or damage.This study uses a qualitative descriptive method with data collection techniques consisting of observation, interviews, and documentation. The system development method used is the waterfall method, which consists of requirements analysis, design, implementation, testing, and maintenance. The application is designed with features for login, incoming mail management, disposition, user management, data searching, and report printing. The database consists of tables for departments, users, incoming mail ,outgoing mail, and dispositions that are interconnected. The design results indicate that the application can support computerized mail management, making data storage and retrieval more structured while supporting the examination, disposition, and approval processes. System testing is directed using the Black Box Testing method; however, the results of direct operational testing still need to be completed.
