However, the advocacy processes have been very complex, especially regarding internal dynamics among women’s organisations. Various women’s NGOs influence the numerous issues brought up in advocacy. This paper analyses how women’s movements in Indonesia negotiate their agendas to initiate, support or refuse to raise the problems in the lawmaking process. This paper utilises literature reviews mixed with internal reflection, as this researcher has been part of the advocacy process. This paper found that the ideological diversity and its visions of women’s NGOs have affected the advocacy issues. Analysing three law-making processes: the Law on Sexual Violence Crimes, the Amendment of Marriage Law and the Law on Mother and Child in 1000 days of life.
