Raw material inventory is a strategic element in maintaining smooth production processes in the plastic manufacturing industry. In the inner-bag production division of PT. Murni Mapan Makmur, inventory management remains highly vulnerable to procurement disruption, stock-recording errors, suboptimal inventory monitoring, and weak inter-departmental coordination. This study aims to identify risk events and risk agents, determine risk priority based on the Aggregate Risk Potential (ARP) value, and formulate mitigation strategies using the House of Risk (HOR) method. A descriptive quantitative case-study approach was applied, with data collected through Likert-scale questionnaires and observation of expert respondents (production head, warehouse staff, and production operators). HOR phase 1 identified 12 risk events and 12 risk agents, with three priority risk agents: absence of stock monitoring (ARP 1,290), absence of a minimum stock limit (ARP 1,210), and inaccurate planning (ARP 1,140). HOR phase 2 produced eight preventive actions, with stock monitoring (PA2) ranked highest based on an Effectiveness to Difficulty Ratio (ETD) of 9.936, followed by supervision (PA6) and evaluation (PA8). The findings indicate that strengthening internal supervision and control systems is the most effective and realistic strategy compared with more complex actions. The study recommends that PT. Murni Mapan Makmur develop a digital, real-time inventory monitoring system to improve supply-chain resilience.
