This study examines the criminal act of persecution against women under Article 466 of the Criminal Code through a case handled by the Batu Bara Police, using normative legal research with an empirical juridical approach based on interviews, examination minutes (BAP), statutory regulations, legal literature and official documents. The findings indicate that the elements of the offense must be linked to the specific case facts and supported by consistent records, witness statements, relevant evidence and procedural safeguards. Accurate legal reasoning, coherent documentation, institutional coordination and accountability are essential to the consistent application of the relevant Indonesian criminal-law provisions
